Message	All you have to do is sand it down with 40 grit to level it and then 80 grit, 150 grit, 220 grit.Then primer it with 2 part epoxy primer. When sanding use slow speed if using an air sander since it will heat up and damage the bumper. If after the sanding it still is lumpy and not smooth, use an epoxy filler to smooth it out, sand it with 150, 220, 320 and re prime.
